Cook the macaroni according to package instructions. Drain and set aside.

In a skillet, melt butter over medium heat. Add flour and cook for 1 minute, stirring constantly.

Gradually whisk in milk and bring to a simmer. Cook for 2-3 minutes until thickened.

Remove from heat and stir in cheddar cheese until melted and smooth.

Stir in cooked macaroni, Parmesan cheese, salt, black pepper, and paprika.

In a separate pan, toast breadcrumbs until golden brown.

Sprinkle toasted breadcrumbs and fresh parsley over the macaroni and cheese.
