Sinful Cupcakes

Preheat the oven to 350°F (175°C). Line a muffin tin with cupcake liners.

In a medium bowl, whisk together the flour, cocoa powder, baking powder, and salt.

In a large bowl, cream together the butter and granulated sugar until light and fluffy. Beat in the eggs one at a time, then stir in the vanilla extract.

Gradually add the dry ingredients to the butter mixture, alternating with the milk. Stir in the chocolate chips.

Divide the batter evenly among the prepared cupcake liners. Bake for 18-20 minutes, or until a toothpick inserted into the center comes out clean.

While the cupcakes are cooling, prepare the frosting. In a bowl, sift together the confectioners' sugar and cocoa powder. In another bowl, whip the heavy cream until stiff peaks form. Gently fold the whipped cream into the sugar mixture.

Once the cupcakes have cooled, frost them with the chocolate whipped cream frosting. Top with rainbow sprinkles.
