Heat ghee in a pan and roast the vermicelli until golden brown.

In a separate pan, heat milk and bring it to a boil.

Add the roasted vermicelli to the boiling milk and cook on medium heat until the vermicelli is soft and the milk thickens.

Add sugar, cardamom powder, saffron strands, and rose water. Mix well.

In another pan, heat ghee and fry cashews, almonds, and raisins until golden brown.

Garnish the seviyaan with the fried nuts and raisins.

Let it rest for 15 minutes before serving.
