  1. Preheat the oven to 350°F (175°C).
  2. Peel and slice the potatoes into thin rounds.
  3. In a saucepan, melt the butter over medium heat. Stir in the flour until smooth. Gradually add the milk, stirring constantly, until the mixture thickens. Remove from heat.
  4. Layer half of the sliced potatoes in a greased baking dish. Pour half of the milk mixture over the potatoes. Sprinkle with half of the cheese, salt, and black pepper. Repeat the layers.
  5. Cover the baking dish with foil and bake for 45 minutes. Remove the foil and bake for an additional 15 minutes, or until the potatoes are tender and the top is golden brown.
  6. Let the scalloped potatoes rest for 10 minutes before serving. Enjoy!
