Preheat the oven to 350°F (175°C).

In a large bowl, whisk together the flour, baking powder, and salt.

Cut the cold butter into small cubes and add it to the flour mixture. Use your fingers or a pastry cutter to cut the butter into the flour until it resembles coarse crumbs.

In a separate bowl, whisk together the milk and eggs. Pour the wet mixture into the flour mixture and stir until just combined.

Stir in the chopped scallions and grated cheddar cheese.

Grease a loaf pan and pour the batter into it, spreading it evenly.

Bake for 35-40 minutes, or until the top is golden brown and a toothpick inserted into the center comes out clean.

Remove from the oven and let the loaf rest in the pan for 10 minutes before transferring it to a wire rack to cool completely.
