In a large pot, melt the butter over medium heat. Add the onion and garlic, and cook until softened.

Add the flour and stir for 1 minute. Gradually whisk in the broth and milk.

Add the broccoli, salt, and black pepper. Bring to a boil, then reduce heat and simmer for 15 minutes, or until the broccoli is tender.

Use an immersion blender or transfer the soup to a blender, and blend until smooth.

Return the soup to the pot and stir in the cheddar cheese until melted and creamy.
