Preheat the oven to 350°F (175°C). In a medium bowl, whisk together the flour, cocoa powder, baking soda, and salt.

In a separate large bowl, cream together the softened butter, granulated sugar, and brown sugar until light and fluffy. Add the egg and vanilla extract, and mix until well combined.

Gradually add the dry ingredients to the wet ingredients, mixing until just combined.

Scoop tablespoon-sized portions of dough onto a baking sheet lined with parchment paper. Flatten each portion slightly with the back of a spoon.

Bake for 10-12 minutes, or until the edges are set. Allow the cookies to cool on the baking sheet for 5 minutes, then transfer to a wire rack to cool completely.

In a small bowl, beat the softened butter until creamy. Gradually add the powdered sugar and beat until light and fluffy. Stir in the rum and soaked raisins.

Spread a generous amount of the rum raisin buttercream filling onto the bottom side of half of the cookies. Top with the remaining cookies to create sandwich cookies.
