Preheat the oven to 350°F (175°C). Line a baking sheet with parchment paper.

In a medium bowl, whisk together the flour, cocoa powder, baking powder, and salt.

In a separate large bowl, cream together the butter and sugar until light and fluffy. Add the eggs one at a time, beating well after each addition. Stir in the vanilla extract.

Gradually add the dry ingredients to the wet ingredients and mix until just combined. Fold in the caramel sauce, chocolate chips, and sea salt flakes.

Divide the dough in half. On the prepared baking sheet, shape each portion into a log about 12 inches long and 3 inches wide.

Bake for 25-30 minutes, or until firm. Remove from the oven and let cool on the baking sheet for 15 minutes.

Reduce the oven temperature to 325°F (160°C). Using a serrated knife, cut the logs into 1-inch thick slices. Place the slices cut-side down on the baking sheet.

Bake for an additional 12-15 minutes, or until crispy. Remove from the oven and let cool completely on a wire rack.
