In a small bowl, combine the saffron threads with 2 tablespoons of hot water and let it steep for 5 minutes.

In a medium saucepan, bring the vegetable broth to a boil. Add the saffron water and couscous. Stir, cover, and remove from heat. Let it sit for 10 minutes.

Meanwhile, heat a dry skillet over medium heat. Add the pine nuts and toast them until golden brown, stirring frequently. Remove from heat and set aside.

In a large skillet, heat the olive oil over medium heat. Add the red bell pepper, red onion, and garlic. Sauté until the vegetables are tender, about 5 minutes.

Fluff the couscous with a fork and transfer it to the skillet with the vegetables. Add the ground cumin, ground coriander, and salt. Stir well to combine.

Cook for an additional 2-3 minutes, until everything is heated through.

Serve the saffron-scented couscous topped with toasted pine nuts and fresh parsley.
