In a large bowl, combine the mashed potatoes, cooked cabbage, grated cheddar cheese, butter, milk, salt, and black pepper. Mix well.

Transfer the mixture into a baking dish and spread it evenly.

Bake in the preheated oven for 30-40 minutes until the top is golden and crispy.
