  1. Preheat the oven to 375°F (190°C). Grease a muffin tin.
  2. In a large bowl, combine the cooked rice, all-purpose flour, baking powder, and salt.
  3. Add the grated zucchini, cheddar cheese, eggs, milk, vegetable oil, green onions, and fresh parsley. Stir until well combined.
  4. Spoon the batter into the prepared muffin tin, filling each cup about 3/4 full.
  5. Bake for 20-25 minutes, or until the muffins are golden brown and a toothpick inserted into the center comes out clean.
  6. Remove from the oven and let the muffins cool in the tin for 5 minutes. Transfer to a wire rack to cool completely.
