Preheat the oven to 350°F (175°C).

In a mixing bowl, combine the flour, sugar, baking powder, and salt.

Cut the butter into small pieces and add it to the flour mixture. Use a pastry cutter or your fingers to mix until the mixture resembles coarse crumbs.

Press half of the mixture into the bottom of a greased 9x9-inch baking dish.

In another bowl, whisk together the egg, sour cream, and vanilla extract.

Spread the rhubarb evenly over the crust in the baking dish.

Pour the sour cream mixture over the rhubarb.

Sprinkle the remaining flour mixture over the top.

Bake for 40 minutes or until the top is golden brown.

Allow to cool for 30 minutes before cutting into bars.
