Preheat the oven to 375°F (190°C). Grease a muffin tin or line it with paper liners.

In a large bowl, combine the rhubarb, flour, sugar, baking powder, and salt.

In a separate bowl, beat the eggs. Stir in the milk, vegetable oil, and vanilla extract.

Pour the wet ingredients into the dry ingredients and mix until just combined.

In a small bowl, mix together the cardamom, butter, flour, brown sugar, and chopped nuts to make the topping.

Fill each muffin cup about two-thirds full with the batter. Sprinkle the topping evenly over each muffin.

Bake for 20-25 minutes, or until a toothpick inserted into the center of a muffin comes out clean.
