Preheat oven to 350°F (175°C). Grease and flour a 9-inch bundt pan.

In a large bowl, combine flour, sugar, cocoa powder, baking powder, baking soda, and salt. Add eggs, milk, oil, and vanilla extract. Beat on medium speed for 2 minutes. Stir in boiling water until the batter is smooth. Pour batter into the prepared pan.

Bake for 35 to 40 minutes, or until a toothpick inserted into the center comes out clean. Cool in the pan for 10 minutes, then remove from the pan and cool completely on a wire rack.

In a separate bowl, beat PHILADELPHIA Cream Cheese and powdered sugar until well blended. Fold in whipped topping. Cut a tunnel in the cooled cake using a sharp knife, leaving about 1 inch of cake on the bottom and sides. Fill the tunnel with the cream cheese mixture. Replace the top of the cake.

Refrigerate for at least 30 minutes before serving. Serve chilled.
