  1. Preheat the oven to 350°F (175°C). Grease a 9-inch square baking dish.
  2. In a large bowl, combine the flour, granulated sugar, baking powder, and salt.
  3. In a separate bowl, whisk together the melted butter, milk, egg, and vanilla extract.
  4. Gradually add the wet ingredients to the dry ingredients, stirring until just combined.
  5. Fold in the chopped rhubarb.
  6. In a small bowl, mix together the brown sugar, cinnamon, and chopped nuts.
  7. Pour half of the batter into the prepared baking dish. Sprinkle half of the brown sugar mixture over the batter.
  8. Pour the remaining batter over the top and sprinkle with the remaining brown sugar mixture.
  9. Bake for 40-45 minutes, or until a toothpick inserted into the center comes out clean.
  10. Allow the cake to cool for 10 minutes before serving.
