In a mixing bowl, combine graham cracker crumbs, melted butter, and powdered sugar. Press the mixture into the bottom of a greased 9x13-inch baking dish.

In a separate bowl, mix together creamy peanut butter and powdered sugar until well combined. Spread the peanut butter mixture over the crust in the baking dish.

In a microwave-safe bowl, melt the semi-sweet chocolate chips and milk chocolate chips together with the heavy cream. Stir until smooth.

Pour the melted chocolate mixture over the peanut butter layer in the baking dish.

Sprinkle the chopped Reeses peanut butter cups over the top.
