Press the mixture into the bottom of a 9x13-inch baking dish to form the crust.

In a separate bowl, mix together peanut butter, powdered sugar, and melted butter until smooth.

Spread the peanut butter mixture evenly over the crust.

In a microwave-safe bowl, combine semi-sweet chocolate chips, milk chocolate chips, and heavy cream.

Microwave in 30-second intervals, stirring in between, until the chocolate is melted and smooth.
