Preheat the oven to 450°F (230°C).

In a large bowl, combine the flour, baking powder, salt, and garlic powder.

Cut the butter into small pieces and add it to the dry ingredients. Use a pastry cutter or your fingers to cut the butter into the flour mixture until it resembles coarse crumbs.
