Preheat the oven to 350°F (175°C). Grease a baking dish.

In a bowl, whisk together the flour, cocoa powder, and salt.

In a separate bowl, cream together the butter and sugar until light and fluffy. Add the egg and vanilla extract and mix well.

Gradually add the dry ingredients to the butter mixture, mixing until just combined.

Press two-thirds of the dough into the bottom of the prepared baking dish. Top with raspberries and chocolate chips.

Crumble the remaining dough over the raspberry-chocolate layer.
