Preheat the oven to 350°F (175°C). Grease a muffin tin.

In a large bowl, combine the flour, granulated sugar, baking powder, salt, and pumpkin pie spice.

Cut the butter into small pieces and add it to the dry ingredients. Use your fingers or a pastry cutter to mix until the mixture resembles coarse crumbs.

In a separate bowl, whisk together the milk, pumpkin puree, and vanilla extract. Pour the wet ingredients into the dry ingredients and stir until just combined.

In a small bowl, mix together the brown sugar and ground cinnamon.

Scoop a spoonful of the muffin batter into each muffin cup, then sprinkle with a spoonful of the cinnamon sugar mixture. Repeat with another layer of batter and cinnamon sugar until the muffin cups are filled.

Bake for 20-25 minutes, or until the muffins are golden brown and a toothpick inserted into the center comes out clean.
