Preheat the oven to 425°F (220°C).

In a blender, grind the pistachios until finely chopped.

In a large bowl, whisk together the eggs, milk, flour, granulated sugar, and vanilla extract until smooth.

Stir in the ground pistachios.

Grease 4 ramekins and pour the batter into each ramekin.

Place the ramekins on a baking sheet and bake for 20-25 minutes, or until the popovers are puffed and golden brown.

While the popovers are baking, prepare the Grand Marnier syrup by combining the Grand Marnier, brown sugar, and water in a small saucepan. Heat over medium heat until the sugar has dissolved.

Remove the popovers from the oven and let them cool for a few minutes.

Using a knife, carefully remove the popovers from the ramekins and place them on a serving plate.

Drizzle the Grand Marnier syrup over the popovers.

Use a kitchen torch to brulee the tops of the popovers until caramelized.
