In a large bowl, whisk together the flour, baking powder, baking soda, ginger, cinnamon, nutmeg, cloves, and salt.

In a separate bowl, mix together the melted butter, brown sugar, molasses, egg, milk, vanilla extract, black pepper, and orange zest.
