In a large bowl, cream together the softened butter, granulated sugar, and creamy peanut butter until light and fluffy.

Beat in the eggs, one at a time, then stir in the vanilla extract.

Gradually mix in the dry ingredients, alternating with the milk, beginning and ending with the dry ingredients. Stir in the peanut butter chips.

Divide the batter evenly among the cupcake liners, filling each about 2/3 full.

In a small bowl, combine the seedless raspberry jelly with 1 tablespoon of water. Stir until smooth.

In a separate bowl, beat together the powdered sugar, softened butter, creamy peanut butter, and milk until smooth and creamy.

Once the cupcakes are completely cooled, use a small knife or cupcake corer to remove a small portion from the center of each cupcake.
