In a large saucepan, melt the cheddar cheese and Monterey Jack cheese over medium heat.

Stir in the milk until smooth.

Add the jalapeno peppers, garlic powder, ground cumin, paprika, salt, and pepper. Cook for another 5 minutes, stirring occasionally.

Remove from heat and stir in the cilantro.

Dice the tomato and slice the green onions. Stir them into the cheese mixture.

Serve warm with tortilla chips.
