Preheat the oven to 375°F (190°C). Peel and slice the parsnips thinly. In a saucepan, melt butter and sauté minced garlic and fresh thyme until fragrant. Add milk and heavy cream, bring to a simmer, and season with salt and black pepper. Grease a baking dish and arrange a layer of parsnip slices. Pour a portion of the cream mixture over the parsnips and sprinkle with grated Parmesan cheese. Repeat the layers. Cover the dish with foil and bake for 30 minutes. Remove the foil and continue baking until the top is golden and the parsnips are tender. Let the gratin rest for 10 minutes before serving.
