Heat olive oil in a large pot over medium heat. Add chopped onion and minced garlic, sauté until fragrant.

Add diced carrot, celery, and potato. Stir and cook for 5 minutes.

Pour in vegetable broth, canned corn, and canned black beans. Add dried thyme and bay leaf. Bring to a boil, then reduce heat and simmer for 20 minutes.

In a separate bowl, whisk together milk and flour until smooth. Slowly pour the mixture into the pot, stirring constantly.

Season with salt and black pepper. Simmer for another 5 minutes.
