Cook the shell pasta according to package instructions. Drain and set aside.

Preheat the oven to 375°F (190°C).

In a large saucepan, melt the butter over medium heat. Stir in the flour and cook for 1-2 minutes until lightly golden.

Slowly whisk in the milk, mustard powder, garlic powder, paprika, salt, and black pepper. Cook for 5 minutes, stirring constantly, until the mixture thickens.

Remove the saucepan from heat and stir in the cheddar cheese until melted and smooth.

Add the cooked pasta to the cheese sauce and mix until well coated.
