Preheat the oven to 375°F (190°C) and line a muffin tin with paper liners.

In a large mixing bowl, whisk together the flour, sugar, baking powder, salt, and orange zest.

In a separate bowl, melt the butter and let it cool slightly. Then, whisk in the sour cream, egg, orange juice, and vanilla extract.

Pour the wet ingredients into the dry ingredients and stir until just combined.

In a small bowl, mix together the poppy seeds, brown sugar, flour, and butter to make the streusel topping.

Fill each muffin cup about 2/3 full with the batter. Sprinkle the streusel topping evenly over the muffins.
