Cook the macaroni according to package instructions. Drain and set aside.

In the same pot, melt the butter over medium heat. Add the garlic and cook until fragrant.

Stir in the flour and cook for 1 minute.

Gradually whisk in the milk and heavy cream until smooth.

Bring the mixture to a simmer and cook for 2-3 minutes, until thickened.

Remove from heat and stir in the Parmesan cheese until melted.

Season with salt and black pepper.

Add the cooked macaroni to the sauce and stir until well coated.
