Preheat the oven to 350°F (175°C). Grease and flour a 9-inch round cake pan.

In a large bowl, combine the flour, sugar, baking powder, and salt. Cut in the butter until the mixture resembles coarse crumbs.

In a separate bowl, whisk together the egg, milk, and vanilla extract. Add the wet ingredients to the dry ingredients and stir until just combined.

In a small bowl, mix together the walnuts, brown sugar, and cinnamon to make the streusel topping.

Pour half of the batter into the prepared cake pan. Sprinkle half of the streusel topping over the batter. Repeat with the remaining batter and streusel.

Bake for 35-40 minutes, or until a toothpick inserted into the center comes out clean.

Allow the cake to cool in the pan for 10 minutes, then transfer to a wire rack to cool completely.
