Preheat the oven to 350°F (175°C). In a medium bowl, combine the rolled oats, flour, baking powder, baking soda, and salt. Set aside.

In a large bowl, cream together the softened butter, brown sugar, and granulated sugar until light and fluffy. Add the egg and vanilla extract, and mix until well combined.

Gradually add the dry ingredients to the wet ingredients, alternating with the buttermilk. Mix until just combined.

Drop tablespoon-sized portions of the dough onto a greased baking sheet, spacing them about 2 inches apart. Bake for 10-12 minutes, or until the edges are golden brown.

While the cookies are cooling, prepare the cream filling. In a medium bowl, beat together the softened cream cheese, powdered sugar, milk, and vanilla extract until smooth and creamy.

Once the cookies have cooled, spread a generous amount of the cream filling on the flat side of half of the cookies. Top with the remaining cookies to create sandwich-like pies.

Allow the whoopie pies to rest for at least 30 minutes before serving to allow the flavors to meld together. Enjoy!
