  1. Preheat the oven to 350°F (175°C). Grease and line a baking dish with parchment paper.
  2. In a large mixing bowl, cream together the butter and brown sugar until light and fluffy.
  3. Add the egg and vanilla extract to the mixture and mix well.
  4. In a separate bowl, whisk together the all-purpose flour, baking powder, and salt.
  5. Gradually add the dry ingredients to the wet ingredients, mixing until just combined.
  6. Stir in the rolled oats.
  7. Divide the dough in half. Press one half into the bottom of the prepared baking dish.
  8. Melt the chocolate chips in a microwave-safe bowl, stirring every 15 seconds until smooth.
  9. Pour the melted chocolate over the oatmeal dough in the baking dish.
  10. Crumble the remaining oatmeal dough over the top of the melted chocolate.
  11. Bake for 25 minutes or until golden brown.
  12. Allow the bars to cool in the baking dish for 30 minutes before cutting into squares.
