  1. In a mixing bowl, combine rice flour and tapioca flour.
  2. In a saucepan, heat coconut milk, pandan leaves, and sugar until sugar dissolves.
  3. Remove pandan leaves and add pandan essence and food coloring (if using).
  4. Slowly pour the coconut milk mixture into the flour mixture, stirring continuously.
  5. Add water and salt, and mix until smooth.
  6. Grease a square baking dish and pour a thin layer of the batter into it.
  7. Steam the layer for 5 minutes, or until set.
  8. Repeat the process, alternating between the white and colored layers, until all the batter is used.
  9. Allow the kueh to cool and set for 2 hours.
  10. Cut into squares and serve.
