  4. Stir in boiling water to the batter. The batter will be thin, but that's okay.
  5. Pour the batter into the prepared cupcake liners, filling each about 2/3 full.
  6. Bake in the preheated oven for 18-20 minutes, or until a toothpick inserted into the center of a cupcake comes out clean.
  7. Remove from the oven and let the cupcakes cool in the pan for 5 minutes. Then transfer them to a wire rack to cool completely.
  8. In a separate bowl, cream together butter, powdered sugar, vanilla extract, and milk to make the frosting.
  9. Once the cupcakes are completely cooled, frost them with the prepared frosting.
