Preheat the oven to 350°F (175°C). Grease and flour cupcake liners.

In a large mixing bowl, combine flour, sugar, cocoa powder, baking powder, baking soda, and salt.

Add eggs, milk, vegetable oil, and vanilla extract to the dry ingredients. Mix well until smooth.

Stir in boiling water to the batter. The batter will be thin, but that's okay.

Pour the batter into the prepared cupcake liners, filling each about 2/3 full.

Bake in the preheated oven for 18-20 minutes, or until a toothpick inserted into the center of a cupcake comes out clean.

Remove from the oven and let the cupcakes cool in the pan for 5 minutes. Then transfer them to a wire rack to cool completely.

In a separate bowl, cream together butter, powdered sugar, vanilla extract, and milk to make the frosting.

Once the cupcakes are completely cooled, frost them with the prepared frosting.
