Preheat the oven to 350°F (175°C). Line a muffin tin with cupcake liners.

In a medium bowl, whisk together the flour, cocoa powder, baking powder, and salt.

In a large bowl, cream together the butter and granulated sugar until light and fluffy. Add the eggs, one at a time, beating well after each addition. Stir in the vanilla extract.

In a small bowl, mix together the brewed coffee and milk.

Gradually add the dry ingredients to the butter mixture, alternating with the coffee mixture, beginning and ending with the dry ingredients. Mix until just combined.

Divide the batter evenly among the prepared cupcake liners. Bake for 18-20 minutes, or until a toothpick inserted into the center comes out clean.

Remove the cupcakes from the oven and let them cool in the tin for 5 minutes. Then transfer them to a wire rack to cool completely.

In a small bowl, whisk together the powdered sugar, instant coffee granules, and heavy cream until smooth and creamy.

Once the cupcakes are completely cooled, frost them with the coffee frosting. Garnish with chocolate shavings.
