  2. In a large mixing bowl, whisk together the flour, cocoa powder, baking powder, salt, and instant coffee granules.
  3. Cut the cold butter into small cubes and add it to the dry ingredients. Use your fingertips or a pastry cutter to cut the butter into the flour mixture until it resembles coarse crumbs.
  4. Stir in the granulated sugar.
  5. In a separate bowl, whisk together the egg and milk. Pour the wet ingredients into the dry ingredients and mix until just combined.
  6. Fold in the chocolate chips.
