  1. In a food processor, combine flour, sugar, butter, and salt. Pulse until mixture resembles coarse crumbs.
  2. Add cold water and pulse until dough comes together.
  3. Shape the dough into a disk, wrap in plastic wrap, and refrigerate for 30 minutes.
  4. Preheat the oven to 375°F (190°C).
  5. On a lightly floured surface, roll out the dough to 1/8-inch thickness.
  6. Using a round cookie cutter, cut out circles and press them into a mini tartlet pan.
  7. In a bowl, mix together cranberries, orange zest, cornstarch, and vanilla extract.
  8. Fill each tartlet shell with the cranberry mixture.
  9. Bake for 15 minutes or until the crust is golden brown.
  10. Allow tartlets to cool in the pan for 10 minutes, then transfer to a wire rack to cool completely.
  11. Dust with powdered sugar before serving.
