In a mixing bowl, combine the matzo meal, eggs, vegetable oil, salt, and black pepper. Mix well and refrigerate for 10 minutes.

In a large pot, bring the chicken or vegetable broth to a boil.

While the broth is boiling, wet your hands and form the matzo mixture into small balls, about 1 inch in diameter.

Gently drop the matzo balls into the boiling broth. Reduce the heat to a simmer and cook for 20 minutes.

In the meantime, peel and slice the carrots and celery.

After 20 minutes, add the carrots, celery, and fresh dill to the pot. Cook for an additional 10 minutes.
