  1. Preheat the oven to 350°F (175°C). Grease and flour a round cake pan.
  2. In a medium bowl, whisk together the all-purpose flour, baking powder, and salt.
  3. In a large bowl, cream together the unsalted butter and granulated sugar until light and fluffy. Mix in the vanilla extract.
  4. Beat in the eggs, one at a time, mixing well after each addition. Stir in the mandarin orange zest.
  5. Gradually mix in the dry ingredients, alternating with the mandarin orange juice and milk.
  6. Pour the batter into the prepared cake pan and smooth the top.
  7. Bake in the preheated oven for 30-35 minutes, or until a toothpick inserted into the center comes out clean.
  8. Remove from the oven and let it cool in the pan for 10 minutes. Then transfer to a wire rack to cool completely.
  9. Once cooled, sprinkle the top with powdered sugar and garnish with mandarin orange segments.
  10. Slice and serve.
