In a skillet, cook the ground beef over medium heat until browned. Add the onion and garlic, and cook until softened.

Stir in the tomato sauce, dried oregano, salt, and black pepper. Simmer for 5 minutes.

Preheat the oven to 350°F (175°C).

In a greased skillet, layer half of the cooked macaroni, followed by half of the meat sauce. Sprinkle with half of the mozzarella and parmesan cheese.

Repeat the layers with the remaining macaroni, meat sauce, and cheeses.

Bake for 20 minutes, or until the cheese is melted and bubbly.
