  2. In a large saucepan, melt the butter over medium heat. Stir in the flour and cook for 1 minute.
  3. Gradually whisk in the milk until smooth. Cook, stirring constantly, until the sauce thickens.
  4. Remove the saucepan from heat and stir in the cheddar cheese, mozzarella cheese, and parmesan cheese until melted and smooth.
  5. In a separate saucepan, combine the crushed tomatoes, sugar, dried basil, dried oregano, cayenne pepper, salt, and black pepper. Simmer for 10 minutes.
  6. Preheat the oven to 375°F (190°C).
  7. In a baking dish, spread a layer of the cheese sauce, followed by a layer of cooked macaroni, and a layer of the tomato sauce. Repeat the layers until all the ingredients are used, ending with a layer of cheese sauce on top.
  8. Bake for 25-30 minutes, or until the top is golden and bubbly.
  9. Remove from the oven and let it rest for 10 minutes before serving.
  10. Garnish with fresh basil and parsley before serving.
