Preheat the oven to 350°F (175°C) and grease a 9-inch round cake pan.

In a mixing bowl, whisk together the all-purpose flour, baking powder, salt, and ground cinnamon.

In another bowl, combine the applesauce, granulated sugar, egg, vanilla extract, and low-fat milk. Stir until well combined.

Gradually add the dry ingredients to the wet ingredients and mix until just combined.

Fold in the chopped apple.

In a separate bowl, mix together the brown sugar, whole wheat flour, rolled oats, and unsalted butter until crumbly.

Pour the cake batter into the prepared pan and sprinkle the crumb topping evenly over the batter.

Bake for 35-40 minutes, or until a toothpick inserted into the center comes out clean.
