Add onion, bell pepper, celery, and garlic. Sauté until vegetables are tender.

Stir in tomatoes, vegetable broth, bay leaves, thyme, paprika, cayenne pepper, salt, and black pepper.

Bring to a boil, then reduce heat and simmer for 10 minutes.

Stir in rice, okra, and kidney beans.

Cover and simmer for 20-25 minutes, or until rice is cooked and liquid is absorbed.
