In a saucepan, melt 4 tablespoons of butter. Remove from heat and whisk in 1 cup of granulated sugar, cornstarch, lemon juice, lemon zest, and water. Return to heat and cook until thickened.

In a separate bowl, beat the egg whites with cream of tartar until soft peaks form. Gradually add 1/2 cup of granulated sugar and continue beating until stiff peaks form.
