In a small saucepan, combine the lemon zest, lemon juice, and lemon verbena leaves. Bring to a simmer over medium heat and let it steep for 10 minutes.

In a medium bowl, whisk together the egg yolks and sugar until pale and creamy.

In a separate saucepan, heat the heavy cream, milk, and vanilla extract over medium heat until it begins to steam.

Slowly pour the hot cream mixture into the egg yolk mixture, whisking constantly.

Gradually whisk in the cornstarch and salt.

Strain the lemon mixture into the custard mixture and whisk until well combined.

Divide the custard among four ramekins or custard cups.

Place the ramekins in a baking dish and fill the dish with enough hot water to come halfway up the sides of the ramekins.
