In a heavy-bottomed pan, heat the milk over medium heat.

Stirring occasionally, simmer the milk until it reduces to half its original quantity.

Add sugar, cardamom powder, and saffron strands to the milk. Mix well.

Continue simmering the milk until it thickens further and reaches a custard-like consistency.

Remove the pan from heat and let the mixture cool to room temperature.

Once cooled, add chopped nuts and rose water to the mixture. Mix well.

Pour the mixture into kulfi molds or small containers.

Cover the molds with aluminum foil or lids.

Place the molds in the freezer and let the kulfi set for at least 6 hours or overnight.

Once the kulfi is completely frozen, remove it from the molds and serve chilled.
