Cook the macaroni according to package instructions and drain.

In a slow cooker, combine the cooked macaroni, cheddar cheese, mozzarella cheese, evaporated milk, butter, all-purpose flour, garlic powder, mustard powder, salt, and black pepper.

Stir well to combine all ingredients.

Cover the slow cooker and cook on low heat for 3 hours.

After 3 hours, remove the lid and stir the macaroni and cheese mixture.

Cover and cook for an additional 30 minutes.

Let the macaroni and cheese rest for 5 minutes before serving.
