Preheat the oven to 350°F (175°C).

In a large bowl, combine the flour, sugar, baking powder, and salt.

Cut in the butter until the mixture resembles coarse crumbs.

Stir in the milk until a soft dough forms.

In a small bowl, mix together the smoked paprika, dried thyme, dried rosemary, Parmesan cheese, and parsley.

Shape the dough into small balls and roll them in the herb mixture.

Place the coated dough balls in a greased baking dish.

Bake for 25 minutes or until golden brown.
