In a large bowl, whisk together the flour, granulated sugar, cocoa powder, baking powder, and salt.

Add the milk, melted butter, and vanilla extract to the dry ingredients. Stir until well combined.

Spread the batter evenly into the prepared baking pan.

In a separate bowl, mix together the brown sugar and cocoa powder. Sprinkle this mixture evenly over the batter in the baking pan.

Pour the hot water over the top of the batter. Do not stir.
