  1. Preheat the oven to 350°F (175°C) and line a cupcake pan with paper liners.
  2. Place one Oreo cookie at the bottom of each liner.
  3. In a large bowl, whisk together the flour, sugar, cocoa powder, baking powder, baking soda, and salt.
  4. Add the buttermilk, vegetable oil, vanilla extract, and eggs to the bowl and mix until well combined.
  5. Gradually add the boiling water to the batter while stirring continuously.
  6. Pour the batter into the cupcake liners, filling each about 2/3 full.
  7. Bake for 18-20 minutes or until a toothpick inserted into the center comes out clean.
  8. Remove the cupcakes from the oven and let them cool in the pan for 5 minutes.
  9. Transfer the cupcakes to a wire rack and let them cool completely.
  10. In a mixing bowl, whip the heavy cream, powdered sugar, and vanilla extract until stiff peaks form.
  11. Pipe or spread the whipped cream onto the cooled cupcakes.
  12. Crush the remaining Oreo cookies and sprinkle the crumbs over the whipped cream.
